An Honest Economy
For Every Family in CA-2

Your groceries cost too much. Your rent is out of reach. Your credit card charges 30%. These are not natural disasters. They are policy choices — and they can be changed with the right legislation. These nine bills address every dimension of economic hardship facing CA-2 families.

The Challenge

Four Affordability Crises. One District.

🏠

Housing

Median home price in Marin: $1.5M. Teachers, nurses, and firefighters can't afford to live where they work. Marin City and The Canal in San Rafael were historically excluded from homeownership. That ends.

💳

Consumer Debt

Credit cards charge 30–35% interest — legal loan-sharking. Americans are trapped in debt cycles that preclude savings, homeownership, and retirement. Congress set these rules. Congress can change them.

📚

Education Costs

$1.7 trillion in student debt. Teachers and nurses who served their communities for a decade still can't pay off their loans. A generation is being priced out of the middle class before it starts.

👶

Childcare & Family

Childcare in CA-2 can cost more than rent. $57 billion in annual GDP is lost because skilled parents — mostly mothers — are forced out of the workforce by the cost of childcare. This is a policy failure.

The Legislation

Nine Bills. Every Word Public.

These aren't talking points. They're fully drafted bills with constitutional authority statements, funding sources, and sunset clauses. Read them before you vote.

Primary · CA-2 Specific
CA-2 Comprehensive Affordability, Fair Housing, Education & Community Health Act (CAFE-CH)
The CA-2 omnibus affordability bill. Free community college for high-demand careers. Apprenticeship programs that pay while you learn. Housing, education, and health access tied together for all 9 counties — with a focus on communities that have been left behind.
9-county focus · Community college free
Housing Justice
Marin City, The Canal & Beyond: American Housing Justice Act
Turns rent payments into a path to homeownership. If you've paid rent on time, that history counts toward buying the place you live. Starts as a pilot in Marin City and The Canal — communities historically excluded from homeownership — and expands nationwide if it works. No eminent domain.
Rent becomes equity · No eminent domain
Consumer Protection
American Consumer Financial Fairness Act
Caps credit card interest rates — ending legal loan-sharking at 30–35%. Bans hidden fees. Protects workers from car repossession for a single missed payment. Creates debt relief programs for families already trapped in the cycle.
Caps credit card rates · Bans hidden fees
Education
American Education Affordability & Opportunity Act
Loan relief for teachers, nurses, first responders, public defenders, and social workers who serve their communities for modest pay. Lifelong Learning Accounts so workers can keep building skills. Income-tied repayment so debt doesn't become a trap.
Teachers & nurses first · Income-tied repayment
Families & Childcare
American Families Act
Childcare tax credits near where you live and work. Paid parental leave for small businesses. Financial aid for student parents. Co-parenting support. A firewall that protects Social Security from cuts regardless of what else Congress does.
Social Security protected · $300M/yr childcare
Workers & Wages
Worker Asset Recognition Act (WARA)
Right now, businesses count workers as a cost to cut — not an investment to grow. This bill changes how companies keep their books and requires them to share profits with workers through "Worker Capital Dividends." Your skills built the company's value. You should share in it.
Workers share profits · Changes accounting rules
Small Business & Tax
Main Street Small Business & Tax Fairness Act
Big corporations use tax loopholes to pay less than the corner store does. Closes the carried interest loophole, sets a minimum tax on multinational companies, and cuts red tape for small businesses in Alturas, Yreka, Ukiah, and every small town in CA-2. Revenue pays down the national debt.
Closes loopholes · Debt paydown revenue
Tax Reform
Preamble Tax Reform & Liberty Restoration Act
The U.S. tax code is so complicated most Americans pay someone just to file. This bill simplifies the code so most people can file in 30 minutes. Removes the fine print that big corporations exploit. Establishes a progressive VAT, Liberty Dividend, and carbon fee-and-dividend returning revenue to households.
File in 30 minutes · Liberty Dividend
Rural Infrastructure
Rural Prosperity & Security Act
Broadband for every home in CA-2. Telehealth so you don't have to drive 90 miles to a specialist. Affordable insurance. Managed water systems that survive droughts. Rural communities can't compete without the infrastructure that urban areas take for granted.
Broadband mandate · Telehealth for all

"The affordability crisis in CA-2 is not bad luck. It is the accumulated result of policy choices made by people who do not live here and do not need to. I wrote these nine bills before I asked for a single vote. Read them. That's what Show Your Work means."
