Spending Caps
Every act has a hard annual spending limit. When the money runs out, the spending stops. No open-ended commitments.

Identified Revenue
Each bill names exactly where the money comes from — user fees, rescissions from expired programs, or dedicated trust funds. No vague "future savings."

OMB Certification
The Office of Management and Budget must certify that spending is fully offset before any money can be spent. If it isn't certified, it doesn't move.

GAO Review
The Government Accountability Office reviews every program every three years. If it doesn't work, it gets fixed or cut. No program gets to fail quietly.

Automatic Sunset
Every bill expires in 7–10 years unless Congress votes to renew it. Laws should prove they work before they get to stay. That's accountability.
