Rural Healthcare Is A Rights Issue.

Provider Shortage

Doctors and nurses don't work in rural areas because student loan debt makes it financially impossible. CA-2 counties lose providers to urban centers every year. The fix is not complicated: pay off loans for anyone who serves rural communities.

Telehealth Infrastructure

You shouldn't have to drive three hours for a follow-up appointment. Telehealth works — but only if the broadband works. These bills fund both: the infrastructure and the clinical networks that use it.

Behavioral Health

Addiction, mental health crises, and trauma don't wait for a clinic to open. CA-2 has among the highest rates of substance use disorder in California. These bills treat behavioral health as healthcare — not a criminal matter, not a moral failure.
